- Discussion of parser bug priority list

We have already filed a bug for the 1st item on the new priority list,
"[Model] Vinl and Vinh enclose Vmeas".  Bob Ross noted that the IBIS Open
Forum has 8 parser bugs in the queue now. The new list appears to have
a more reasonable spread of score numbers because a bug in the scoring
script was fixed. We turned our attention to the 2nd item on the list:

2.2 Latest [IBIS Ver] used
IC vendors may be reluctant on this one because in practice, old IBIS
files are simply never updated. Instead of asking IBIS files to "say they
are new", maybe it would be better to propose that ibischk would simply
apply new checks to older files, as long as each check was a commonly
understood requirement at the time the older IBIS version was released.

Non-monotonic combined curves are an example. There are reasons why both
combined and single table checks are useful.  It was originally thought
that tables could be considered individually.  Bob Ross stated that
when ibischk4 reports non-monotonicity for a table, it can be necessary
to run again with [IBIS Ver] reduced, to identify which curve is the
biggest culprit.  Mike suggested an ibischk command line option to
override the file's [IBIS Ver]?  It was felt that too many command line
options are usually a bad thing.

We noted that even small amounts of non-monotonicity are acceptable
to most simulators, yet ibischk flags any amount on non-monotonicity.
To complicate matters, a new bug proposal from Randy Wolfe would require
that [submodel] be considered for combined V/I.
